The city's chief and new deputy chief of police top the list of the 15 highest paid employees for 2012.
Seven of the top 15 are Middletown police personnel whose annual salary includes overtime for off-duty police work with private contractors, money that the city is reimbursed.
"The contractor pays the city and the [police] department makes a profit," according to Mayor Dan Drew, whose salary did not make the list. "No taxpayer money goes into" private duty work by officers, and police do not have those earnings factored into their pension.
Once William McKenna became chief in May 2012 and Michael Timbro was appointed deputy chief this past January, they no longer qualify for overtime pay, according to Drew. McKenna's annual salary is $130,790.
Superintendent of Schools Patricia Charles, who took over for Interim Super David Larson last August, is not included on this list, according to Director of Finance Carl Erlacher, because she was on the city payroll only four months last year.
Her annual salary is $205,000, which includes a $15,000 annuity and a $3,000 stipend for her PhD.
Former acting city attorney Tim Lynch, who was replaced by Brigham C. Smith last October, is fifth on the list.
He is followed by Middletown High School Assistant Principal Cheryl Gonzalez, Sgt. Richard Davis, who was just promoted to lieutenant; Ann Perzan, Director of Pupil Services and Special Education; Detective Jorge Yepes, Middletown Police Officer Robert Sevigny, Retired Middletown Public Schools Facilities Director Kendall Jackson, Middletown Fire Chief Gary Ouellette, Associate Superintendent of Schools Enza Macri; and Middletown High School Principal Colleen Weiner.
